Council of Europe questionnaire on minority languages

Last June, the Parliamentary Assembly of the Council of Europe requested FUEN to help them with collecting information for a report on “the promotion of regional or minority languages in Europe”.

Unfortunately, the Council of Europe has not received that many responses from NGOs until now. Therefore we were asked to reiterate our request to submit answers, so that the rapporteur for the Parliamentary Assembly, Ms Rózsa Hoffmann, will be able to have enough data to complete her report. We kindly ask those of you who did not submit an answer yet, to do so until 10 October 2016.

A questionnaire was sent to the parliamentary delegations of the Council of Europe to collect data on the use of regional and minority languages in the 47 member states of the Council of Europe, especially the ones that have not ratified the European Charter for Regional or Minority Languages.

As a second step, the Parliamentary Assembly wants to reach minority associations, organisations and NGOs to collect further data. The purpose of the questionnaire is also to make an overview of policy measures and good practices in each country, possibly including information not contained in the responses of the member states of the Council of Europe.

It is a very good opportunity to map the situation of the regional or minority languages in Europe, in those countries* that are not being monitored by the Committee of Experts for the European Charter for Regional or Minority Languages. Therefore FUEN very much recommends that you fill in this questionnaire.

Below you find the questionnaire in English and French, the two official languages of the Council of Europe.
