An Existence Under Question: The Case of the Greek-Orthodox Community of Istanbul
15.09.2026A newly published case on the Minority Monitor documents the severe existential crisis facing one of Istanbul’s oldest historic populations, the Greek-Orthodox community.
Drawing on resolutions submitted to the Federal Union of European Nationalities by the Ecumenical Federation of Constantinopolitans between 2014 and 2025, the study traces how decades of discriminatory policies transformed a vibrant community of over 100,000 people into an aging population of fewer than 1,000 residents.
The article highlights a profound shift in the community’s advocacy, noting that while earlier efforts focused primarily on property restitution, state reciprocity, and institutional governance, the central struggle today has shifted from the right to be equal to the existential right to be. With approximately 99 percent of the Constantinopolitan population now living abroad, the community faces immense difficulty in sustaining its historic network of around 70 welfare foundations, which legally require hundreds of administrators.
To address these challenges, the case outlines urgent priorities such as opening foundation governance to the expatriated diaspora to preserve community self-administration and supporting the return of younger generations through Programme HOPE. It also calls for fostering historical reconciliation through an official parliamentary inquiry into the devastating 1955 pogrom and resolving long-standing legal bottlenecks like the lack of recognized legal personality for non-Muslim religious institutions.
